Zhang Fusheng was sentenced to 13 years in prison for illegally receiving more than 38.93 million yuan of property in the first instance
On October 9, 2024, the Fuzhou Intermediate People’s Court in Fujian Province publicly announced its verdict in the bribery case involving Zhang Fusheng, a member of the Party Committee and Deputy Director of the Ministry of Emergency Management’s Fire and Rescue Bureau. The court sentenced Zhang to thirteen years in prison for bribery and imposed a fine of 3 million yuan. Additionally, the court ordered the confiscation and recovery of Zhang’s illicit gains and their proceeds, which will be deposited into the national treasury.
The court’s review revealed that between 1997 and 2022, Zhang Fusheng leveraged his positions—including roles as a senior staff member at the Ministry of Public Security’s Political Department, Vice Director of the Research Office, Director of the Police Affairs Department at the Fire Bureau, and Deputy Director at the Fire and Rescue Bureau—to exploit his authority and influence. He provided assistance to others in securing projects, promotions, and job transfers through actions taken in his official capacity or via connections to specific individuals. In total, he was found to have illegally accepted bribes amounting to over 38.93 million yuan.
The Fuzhou Intermediate People’s Court determined that Zhang’s actions constituted a particularly serious offense of bribery, warranting severe punishment. His acceptance of bribes to facilitate the promotion and placement of others led the court to consider this aggravating factor. However, upon apprehension, Zhang provided a full confession, revealing many details of his bribery activities that had not previously been uncovered. He expressed remorse, actively cooperated in returning the illicit funds, and all of his illegal gains and their proceeds were recovered. These mitigating circumstances led the court to take them into account when arriving at its decision.
Taking into consideration the amount involved and the details of the case, the court reached the aforementioned verdict.
