The past five years of civil affairs – filled with -happiness-! Multiple sets of -warm- data support the -temperature- of people’s livelihood

On October 23rd, the Ministry of Civil Affairs held a press conference titled “Five Years of Civil Affairs.” During the event, officials revealed plans to expedite the establishment of a layered and categorized support system for low-income populations in rural areas, aiming to enhance the regularized assistance framework that integrates both urban and rural communities.

By the end of 2023, the basic living standard for urban residents in critical need was set at 13,584 yuan per person per year, while for rural residents, it was 11,213 yuan per person per year. From 2019 to 2023, approximately 54.14 million people received temporary assistance, with total expenditures reaching 67.1 billion yuan.

The Ministry of Civil Affairs is committed to strengthening the identification process for low-income individuals, ensuring accurate recognition of those eligible for basic living allowances and special assistance. The ministry aims to better identify families on the edge of low-income thresholds and those facing rigid expenditure challenges. Plans to expand the monitoring range of the dynamic information platform for low-income populations are underway. In tandem with relevant departments, they will refine employment assistance and industry support policies to enhance income opportunities for low-income individuals.

Xu Yun, deputy director of the Social Assistance Department, emphasized the goal of establishing a comprehensive mechanism within the civil affairs sector for the unified identification of low-income populations. This includes a system for information management, tailored support services, and feedback on assistance outcomes. The initiative is designed to solidify departmental responsibilities and foster collaboration, making the support process trackable and responsive.

Currently, there are about 2.7 million various community social organizations across the country. These organizations have become integral to grassroots governance in urban and rural communities, significantly contributing to the overall governance framework.

Since 2021, social organizations have engaged in around 263,000 community service activities, which include emotional support, daily care, psychological counseling, legal assistance, and social inclusion, benefiting approximately 93.36 million people.

Additionally, community organizations have played an active role in encouraging resident participation and fostering community culture, promoting values of mutual aid, harmony, positivity, and the shared construction of a new community ethos in the modern era.

As of now, over 15,000 charitable organizations have been registered nationwide—three times the number from five years ago. There have also been a total of 2,062 registered charitable trusts, which is fifteen times more than five years prior. Annual donations have surpassed 200 billion yuan, and the 29 designated internet fundraising platforms have collectively published more than 170,000 fundraising notifications, raising over 50 billion yuan.
