In an exclusive interview, we delve into the recent developments surrounding the 2024 Asia-Oceania Tax Consultant Association (AOTCA) Annual Meeting and International Tax Conference held in Hangzhou, China, from October 22 to 25. The event attracted over 550 delegates and guests from 20 member organizations across 15 countries and regions.

Deputy Administrator Rao Lixin of the State Administration of Taxation emphasized the significance of the AOTCA Annual Meeting. He described it as a platform for tax service organizations from various jurisdictions to learn from each other and deepen cooperation in tax services. This collaboration, he noted, plays a crucial role in fostering regional development in tax services. Rao highlighted the initiative to establish the “Belt and Road” tax collection and management cooperation mechanism as a key effort to enhance interaction among tax authorities globally, aiming to create a cross-border tax service brand dubbed “Tax Road Connectivity.” This initiative is designed to support high-quality foreign investment as well as international business expansion, furthering the modernization of tax practices in China.

Rao proposed three key initiatives to enhance collaboration among participants: first, to improve tax systems by eliminating barriers; second, to encourage mutual learning to enhance tax administration efficiency; and third, to deepen multilateral cooperation to elevate tax governance capabilities.

During the opening ceremony, Liu Lijian, President of the China Certified Tax Agents Association, shared insights into AOTCA’s history since its inception in 1992. He highlighted how the association has fostered connectivity among its members through face-to-face meetings and direct interactions. Liu underscored the association’s commitment to promoting the internationalization of tax services, encouraging tax agencies to build their own international brands and enhance their global service capabilities.

The International Tax Conference, hosted by AOTCA, has evolved into the most influential multilateral cooperation platform in the tax consultancy field across Asia and Oceania over the past 30 years. The 2024 AOTCA Annual Meeting and International Tax Conference is being organized by the China Certified Tax Agents Association, reinforcing its dedication to advancing regional cooperation in tax services.
