Take multiple measures to protect people’s livelihood! National Development and Reform Commission- Energy supply can be effectively guaranteed during this winter heating season

On October 8, the State Council Information Office held a press conference to discuss a set of new policies aimed at boosting economic growth and improving structural conditions. As we approach the peak winter energy demand this October, Li Chunlin, the Deputy Director of the National Development and Reform Commission (NDRC), reassured the public that this winter’s heating season will enjoy a secure energy supply.

Li stressed the necessity of increasing reserves of coal and natural gas, as well as enhancing peak power support capabilities, to provide reliable energy throughout the colder months. He shared insights into the NDRC’s proactive strategies, which include ramping up resource production, maximizing output from various power generation units, and promoting the effective use of renewable energy.

“The NDRC has coordinated with relevant parties to make early arrangements for energy supply,” Li explained. “Overall, we have a solid foundation for ensuring energy security this winter.”

To further strengthen energy supply, Li outlined three key actions: first, increasing the production and availability of coal and gas resources; second, improving power scheduling across provinces and optimizing energy storage; and third, prioritizing the energy needs of residents to mitigate the effects of extreme weather on daily life.

Looking back at the previous summer, Li acknowledged that extreme heat had pushed national electricity demand to unprecedented levels, with peak loads reaching 1.451 billion kilowatts and daily usage hitting 32.5 billion kilowatt-hours. However, he pointed out that energy supply remained stable and organized during that period.

As he looked to the future, he expressed confidence that, through collective efforts, the energy supply for the winter season will be effectively managed, thereby supporting economic recovery and ensuring residents stay warm in the colder months.

When discussing the supply and pricing stability of essential goods, Li noted that the market for key consumer products is currently well-supplied and functioning smoothly. He highlighted increases in summer grain production and a promising autumn harvest, along with stable levels of livestock production and a steady supply of vegetables. Furthermore, he assured that major cities have enough food reserves to last over 15 days, while pork reserves are gradually improving, bolstered by preparations for winter vegetables in the northern regions.

To support market stability during the upcoming holiday season, the NDRC has put measures in place to increase the availability of affordable goods. “We are closely monitoring market dynamics and coordinating our efforts in anticipation of key periods such as the winter holidays and the Spring Festival, ensuring that agricultural production remains on track,” Li stated.

In closing, Li emphasized the importance of securing supplies for essential consumer goods and fostering an environment conducive to the effective implementation of these new policies.
