Beijing Fengtai creates an -overseas-like- environment and provides -one-stop service- for international talent government services
On October 23, 2023, the Fengtai District of Beijing announced its “Demonstration Zone 2.0 Plan,” aimed at enhancing the National Service Industry Opening-up Comprehensive Demonstration Zone. This initiative focuses on creating a more international government service environment, optimizing the application of innovative outcomes, and improving international talent service models. The goal is to foster an “overseas-like” atmosphere that enhances the experience of companies and foreign professionals living and working in Fengtai.
In the afternoon of the same day, an innovative event titled “Meet Fengtai: Converging Beijing’s Brilliance” was held to unveil the “Demonstration Zone 2.0 Plan” and key achievements in investment attraction for the “Two Zones” construction. During this event, it was stated that the plan includes 69 key tasks focused on six main areas: expanding openness in key sectors, enhancing the exemplary role of major parks, optimizing trade and investment regulations, improving public service policies, strengthening rights protection mechanisms, and establishing a robust risk control system for opening-up.
A high-standard open institutional framework relies on the robust development of key functional areas. The plan outlines steps to enhance the Lize Financial Business District, create an open model in the Zhongguancun Fengtai Park, and upgrade the capital’s business new area. Specific measures include implementing the “Three-Year Action Plan for the High-Quality Development of Lize Financial Business District” and accelerating the construction of the Beijing Kandan Unicorn Innovation Base to consolidate the digital economy industry zone.
In terms of optimizing trade and investment regulations, Fengtai aims to focus on innovative service trade, streamline goods trade, facilitate cross-border capital flow, and support companies in expanding internationally. This includes simplifying banks’ verification processes to provide better services for legitimate offshore trade and supporting local businesses in participating in pilot programs for integrated currency pools by multinational corporations.
A spokesperson for Fengtai District highlighted that the “Demonstration Zone 2.0 Plan” underscores the importance of an internationalized government service landscape, innovative transformation, and talent services, all tailored to enhance the overall experience for companies and international professionals.
Additionally, Fengtai plans to streamline frequently used government services, ensuring that all major service requests in key industrial zones can be processed online, with new business models requiring minimal in-person visits. Plans also include building a Beijing Intellectual Property Protection Center’s Fengtai branch and establishing dedicated windows for international talent services.
The district’s strategy focuses on protecting the rights and interests of businesses throughout the service industry. This involves refining international business dispute resolution mechanisms and enhancing the intellectual property protection system to safeguard the rights of companies investing in Fengtai. It also includes the formation of a collaborative legal service development center for the Beijing-Tianjin-Hebei region and pilot programs for data intellectual property rights to assist businesses in registering their data-related IP.
