Ministry of Agriculture and Rural Affairs of China- More than 60% of the monitored subjects have eliminated the risk of returning to poverty.

During a press conference held on October 25, 2023, the Chinese Ministry of Agriculture and Rural Affairs reported continued progress in poverty alleviation efforts throughout the year. By the end of September, over 60% of monitored individuals had eliminated their risk of falling back into poverty.

Vice Minister Zhang Xingwang stated that among the 25 provinces tasked with consolidating poverty alleviation results, more than 60% of those being monitored have mitigated their risks, while the remaining individuals have received support measures to prevent large-scale re-poverty. He highlighted that targeted credit funding for industrial development had reached a total of 41.473 billion yuan, benefiting approximately 933,900 poverty-stricken households. Employment opportunities for the newly lifted out of poverty have remained steady, with over 30 million people employed, peaking at 33.016 million.

In 2020, China established a monitoring and support mechanism to prevent a return to poverty, implementing precise assistance measures. Xia Gengsheng, a member of the Ministry’s Party Group, emphasized the continuous improvement of dynamic monitoring to detect and respond to issues early. He noted that the typical turnaround time from identifying a need to implementing assistance measures is about two weeks, while support policies remain stable and funding has seen consistent growth in recent years.

Xia also mentioned that assistance is tailored based on risk categories and developmental needs, ensuring that those with the ability and desire to work receive at least one form of productive support, such as job development initiatives. As of the end of September, over half of those being monitored had access to industrial support measures, and the number of employed individuals from poverty-stricken areas increased by 276,000 compared to the previous quarter.
