Facing -BRICS+-, Xi Jinping used three propositions to gather the power of the -Global South-
On October 24, during the “BRICS+” Leaders Dialogue in Kazan, Russian President Xi Jinping emphasized China’s commitment to the “Global South,” stating, “Regardless of changes in the international landscape, China remains focused on the Global South, rooted in it, and supports more countries from the Global South—whether as formal members, partner countries, or within the ‘BRICS+’ framework—to join the BRICS initiative, harnessing the tremendous strength of the Global South to collectively advance a community with a shared future for mankind.”
In his important speech titled “Harnessing the Mighty Power of the Global South to Jointly Promote the Construction of a Community with a Shared Future for Mankind,” Xi laid out three main propositions: uphold peace for mutual security, revitalize development for common prosperity, and promote civilization for multifaceted harmony.
Chen Yurong, a researcher at the China Institute of International Studies, noted that the BRICS cooperation mechanism emerged from the collective rise of the Global South. Since 2013, Xi has presided over or attended successive BRICS summits, articulating significant Chinese proposals that guide the development and expansion of the BRICS framework.
At the 2017 BRICS Leaders’ Summit in Xiamen, Xi introduced the “BRICS+” cooperation model, inviting representatives from emerging markets and developing countries to participate in dialogue for the first time. Over the years, the “BRICS+” model has deepened and expanded, becoming a prime example of South-South cooperation and collaborative strengthening among emerging markets and developing nations. Currently, over 30 countries are seeking to join BRICS, reflecting its growing popularity and influence.
Chen Xulong, a professor at the University of International Business and Economics, believes that the “BRICS+” model broadens the partnership to a global scale, enhancing cohesion among Global South countries. This not only amplifies their presence in international governance but also boosts their global influence and voice.
As a leading group within the Global South, BRICS countries have consistently aligned themselves with the values of shared fate and prosperity. During the gathering in Kazan, Xi reiterated three key propositions, aiming to showcase collective wisdom and strength in building a community with a shared future for humanity.
According to Tang Longgong Wusentilan Gu, Deputy Director of the Thailand National Research Institute’s Thailand-China Strategic Research Center, “The three propositions put forth by President Xi align with historical development trends and resonate with the shared expectations of BRICS countries and the Global South.” As the largest developing country, China continues to be a driving force for unity and cooperation within the Global South.
Chen Yurong pointed out that the current rapid evolution of global dynamics, coupled with acute regional security issues, presents unprecedented challenges to the peaceful development environment of many countries in the Global South. Xi’s propositions effectively address the urgent needs for economic development and security cooperation among these nations.
The three propositions, corresponding to the dimensions of security, development, and civilization, are poised to promote and guide unity and cooperation among the Global South. Chen Xulong sees these propositions as being closely aligned with China’s global security, development, and civilization initiatives, which provide innovative solutions and wisdom for reforming and enhancing the global governance system.
China’s three global initiatives have received strong responses, bringing benefits to numerous countries. The Global Security Initiative has achieved significant milestones in regional stability, while the Global Development Initiative has mobilized nearly $20 billion in development funds since its launch three years ago, supporting over 1,100 projects. Additionally, the Global Civilization Initiative is working towards constructing a diverse and harmonious global cultural landscape.
During the “BRICS+” dialogue, Xi introduced a series of practical measures tied to the three propositions: China will take the lead in establishing a “Global South” Think Tank Cooperation Alliance to foster cultural exchanges and governance practices among countries; a global “Smart Customs” online cooperation platform and a demonstration center for BRICS customs will also be established.
Chen Xulong emphasized the importance of implementing consensus in a growing multilateral mechanism, highlighting that China’s proposed practical measures aim to ensure the stability and longevity of “BRICS+” cooperation. As a founding member, China’s initiatives are expected to be normalized and institutionalized over time, further consolidating the strength of the Global South and contributing to global peace and development.
According to Chen Yurong, one key to the success of BRICS cooperation is its pragmatic approach. The practical measures that Xi proposed are expected to unite Global South countries, driving the growth and expansion of the BRICS bloc. At this juncture, “BRICS+” is accelerating development within the Global South, propelling it into the fast lane, and many hope that this cooperation model will guide new directions for global development and foster fresh opportunities.
